The right of foreigners to receive medical care
Foreigners and stateless persons located on the territory of the Republic of Kazakhstan enjoy the rights and freedoms in the field of health protection, as well as bear the duties established for citizens, unless otherwise provided for by the laws of the Republic of Kazakhstan and international treaties.
Medical assistance is provided to foreigners temporarily staying in the Republic of Kazakhstan in accordance with the procedure established by the health authority of the Republic of Kazakhstan (Article 7 of the Law of the Republic of Kazakhstan "On the Legal Status of Foreigners").
The volume of free medical services for foreigners
Foreigners and stateless persons residing on the territory of the Republic of Kazakhstan have the right to receive a guaranteed amount of free medical care for acute diseases that pose a danger to others, in accordance with the list approved by Order No. 194 of the Minister of Health and Social Development of the Republic of Kazakhstan dated 01.04.2015.
Such diseases include: diphtheria, measles, rubella, whooping cough, scarlet fever, chickenpox, mumps, paratyphs A, B, C, polio, atypical forms of influenza, meningococcal infection, cholera, typhoid fever, tuberculosis, pulmonary anthrax, plague, hemorrhagic viral fevers, viral hepatitis A, E and malaria.
Types of medical care for foreigners
The Agreement on the Provision of Medical Care to Citizens of the member States of the Commonwealth of Independent States and the Rules for Providing Medical Care to Immigrants regulate the provision of medical care to foreigners:
emergency and unsettled care;
planned medical care.
Ambulance and emergency medical care is a complex of medical services provided in case of acute violations of the patient's physical or mental health that threaten his life or the health of others.
If a foreigner temporarily stays or permanently resides on the territory of the Republic of Kazakhstan, then in case of sudden acute conditions and diseases that threaten his life or the health of others, accidents, poisoning, injuries, childbirth and emergency conditions during pregnancy, he has the right to provide emergency and emergency medical care freely, free of charge and in full.
This type of medical care is provided in any medical and preventive institution, regardless of the presence or absence of a medical insurance policy. From the moment when the threat to the patient's life or the health of others is eliminated, a fee is charged for the medical care provided in the future.
Planned medical care is a complex of medical services provided for violations of the patient's physical or mental health that do not pose an immediate threat to his life or the health of others.
Planned medical care is provided to foreign citizens located on the territory of the Republic of Kazakhstan on a paid basis at the expense of personal funds, insurance companies, as well as at the expense of charitable contributions and donations from enterprises, organizations with mutual settlements at contractual prices or current price lists.
